THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

The Employment Development Department's (EDD) Audit and Evaluation Division (A&ED) within the Labor Data and Compliance Branch provides independent and objective audits, evaluations, technical assistance, surveys, consultation, and other services to improve the effectiveness and efficiency of EDD's programs and functions. The A&ED also ensures that EDD complies with laws, policies, and standards, and assists EDD and our customers in achieving their goals.

The A&ED's Survey and Applied Research (SAR) Section is seeking a leader for its team of research professionals who help EDD effectively respond to the needs of its customers, employees, and partners by providing the information and insights needed to make good decisions. Under the direction of the Audits, Risk Management, and Survey Research Section Chief, the Research Data Supervisor II (RDS II) manages the operation of the SAR Section. The RDS II oversees the survey activities and ensures timely completion of assignments by SAR Section staff. In some instances, the RDS II uses their extensive knowledge of research methods and statistical analysis to personally perform the most difficult or sensitive survey studies in the Department.  

This position is headquartered in Sacramento and may be eligible for telework under EDD's telework policy. California Government Code Section 14200 requires employees to reside in California to telecommute. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  1. Bachelor's or Master's degree in a social science field (e.g., psychology, sociology, economics, public administration)
  2. Experience and/or ability to manage a team of researchers in planning, leading, and carrying out complex social science research projects.
  3. Experience and/or ability to develop, maintain, and strengthen partnerships with internal and external stakeholders.
  4. Experience and/or ability to gain others' support for ideas, proposals, projects, and solutions.
  5. Experience and/or ability to focus on the desired results of their projects or team's projects, setting goals, and meeting or exceeding them.
  6. Experience and/or ability to anticipate consequences of situations and take appropriate action.
  7. Proficient in statistical analysis software or tools such as SPSS and R.
  8. Proficient in HTML, CSS and other programming tools for electronic surveys.

  2. Providing excellent organizational, written, and verbal communication skills in the preparation and presentation of survey results/reports.
  3. Planning, organizing, designing and/or directing complex surveys and research projects individually and as a team.
  4. Making well informed and timely decisions in complex or high-pressure situations.
  5. Using statistical software.
  6. Conducting advanced statistical data analysis.
