Budget Title: Senior Staff Assistant (SL-3)
Salary: $70,000 - $75,000 (commensurate with experience)
The Records Manager and FOIL Officer position within Risk Management and Administrative Compliance is a full-time 12-month professional obligation. Reporting to the Director, the Officer will have a broad scope of responsibility. Duties will include, but are not limited to:
The University Records Management Officer responsibilities and duties include:
Serve as a subject matter expert in the area of records management per NYS law and SUNY established policies/requirements
Develop records-related procedures, plans, and guides and communicate that information with departments/divisions across campus
Understand and stay up to date on records retention requirements by accessing frequent training opportunities related to NYS records management laws and SUNY system policies then implement and manage those policies with departments across campus
Report findings and develop strategies for maintaining operational efficiencies
Identify and improve existing processes and recommend innovative solutions
The University Records Access Officer responsibilities and duties include:
Manage the intake of FOIL requests and assess how the University should respond
Exercises proper judgment in responding to inquiries while coordinating on more complex issues with the appropriate individuals in counsel's office or in other departments/divisions
Work across entire campus to identify custodians of needed records and collect records in response to a FOIL request
Have an understanding of and perform document and media redaction techniques
Proactively track and comply with statutory deadlines
Develop/coordinate appropriate responses to FOIL requests. Communicate in writing on behalf of the campus with various external entities seeking information
Communicate with internal departments/individuals clearly and effectively regarding the status of requests involving records for which they are responsible
Prepare regular reports on numbers and types of FOIL requests
Advise campus members regarding technical needs of FOIL
The individual will also be responsible for the following:
Develop and provide training directly to campus constituents and through collaboration with the University Center for Training and Development
Manage pertinent web content
Attend annual trainings and professional development conferences, seminars, etc.
Exercise discretion and good judgement in confidential and sensitive matters
Position functions in several respects within statutory and regulatory frameworks which limit and control the position's authority. Interpretations of law and regulations are reviewed with counsel and others on campus and this individual will be responsible for accurately communicating those interpretations to others.
Job Requirements:
Bachelor's degree OR Associate's degree with at least 5 years related experience
Three or more (3+) years Records and FOIL Management experience or related professional stewardship with operational records, compliance, legal or related experience
Exceptional interpersonal, written and verbal communication skills
Ability to work effectively with individuals from diverse backgrounds
Demonstrated ability to exercise sound judgment, handle confidential matters with tact and discretion with an open and collaborative style that encourages teamwork and cooperation
Organized and able to effectively handle multiple tasks simultaneously and independently
Preferred:
Experience in higher education, government agency or law
Certification or designation in area of risk, ethics, or records management
Experience leading training on regulation, policy, law
Passion for excellent customer service and a commitment to exceptional quality
Ability to work independently and action oriented, with initiative to create and implement new ideas to produce solutions
